North Korea halts all nuclear, ballistic tests - agency

The South Koreans are paying $866million on top of that to fund the United States presence, which means that having the U.S. exit the Korean peninsula will be a significant cost-saving move for both sides, and secure a viable peace with the North.

The United States and South Korea conducted joint military exercices at a military training complex in the northeastern city of Pocheon, less than 40 km away from North Korea. Where they have fallen short, Trump believes his more unorthodox approach can achieve success.

The Conservative member has been involved in behind-the-scenes talks in recent months in an effort to defuse tensions between North Korea and the West.

Such a move could be an olive branch from Kim, who last year released college student Otto Warmbier to return to the USA after he had been detained for more than a year. Analysts said the president could view a return on Air Force One with the other three Americans as a dramatic denouement that obscures any setbacks in nuclear talks.

Just days earlier, President Trump expressed a caution about the planned meeting with Kim, explaining he would "leave the meeting" if it's not "fruitful".

Lee is also likely to meet Susan Thornton, acting U.S. assistant secretary of state for East Asian and Pacific Affairs. But Trump did not call their release a precondition for the summit.

While South Korean and USA officials have said Kim is likely trying to save his broken economy from heavy sanctions, some analysts see him as entering the negotiations from a position of strength after having declared his nuclear force as complete. "It was as clear as a phone call with a neighbor living next door", Youn said. The meeting, Trump said, could occur by early June.

In January North Korea reopened a border hotline between the countries after almost two years of radio silence.

Thus far, Trump has not insisted on any show of good faith, such as suspending weapons development - by North Korea. If it takes place, it will be the first meeting between a sitting USA president and a North Korean leader.

He also asked Catholics to check the "hostile" attitude that has crept into Korean society since the end of the Korean War.

A telephone hotline has been set up between Mr Kim and Mr Moon ahead of the first inter-Korean summit in over a decade.

For decades, the US and South Korea have pushed for denuclearization in North Korea.

Pyongyang also has restored a military communications channel on the western coast, notifying Seoul of the move at high-level inter-Korean talks on January 9. Kim has never said these things before, and it can be couched as a victory.
