As the chopper crossed from the beachside into Panama City proper, Holton noted the damage was more severe on the city side.

CrowdSource Rescue said its teams were trying to check on 1,300 people in the disaster zone in the Florida Panhandle who are unaccounted for by loved ones, down from about 2,100 as of Friday, according to Matthew Marchetti, co-founder of the Houston-based group.

Rescue teams searched ravaged areas of Florida's Panhandle on Tuesday for hundreds of people reported missing almost a week after Hurricane Michael flattened communities in the region and killed at least 27.

Florida officials point out they have used the same process in the past, but this comes amid the political backdrop of what happened in Puerto Rico.

Trump last month visited North and SC after they were hit by Hurricane Florence.

Officials expect the death toll to rise as rescue crews search the rubble for signs of life.

"Rick Scott, your governor, has done an incredible job, and all of your people have been fantastic - working with FEMA, working with the first responders, and always law enforcement", Trump said before boarding a helicopter to survey the storm-damaged areas.

But for some families, the wait is proving to be unbearable.

"I've got a concrete slab left, but it's OK, I'm alive", said Mr Putnal, who said he had been helping survivors and that his home was destroyed. "I've called every hospital", Garone Behnke said Monday, then stopped to look at a text from the fire chief in Mexico Beach.
